This is the Tenon for A Forearm cap on the Winchester 1873 1892 and 1894. 1866 uses this tenon after serial number 134,500. This part sits in a dove-tail (cut out) on the underside of the barrel. The forearm cap screws (wp56) go through each side of the cap into this Tenon to hold the wood forearm in place. This part is drilled and tapped to accept the screw.
